		3月26日，从交通运输部获悉，为贯彻落实交通运输安全生产工作有关要求，履行我国缔结加入的国际公约，提高安全管理水平，交通运输部对《中华人民共和国船舶安全监督规则》（简称《规则》）进行修订并于日前颁布，自2020年6月1日起施行。

	<p style="font-family:&quot;text-indent:2em;font-size:13px;color:#333333;text-align:justify;">
		《规则》明确了集装箱重量验证要求、重量验证的方法和允许的误差范围。在《规则》新增的第四十七条中，要求托运人在交付船舶国际运输前对集装箱重量进行验证，承运人对未取得验证信息或者验证重量超过最大营运总质量的集装箱不得装船。托运人可以通过整体称重法、累加计算法进行重量验证，验证重量与实际误差不得超过5%且最大误差不超过1吨。采取累加计算法的托运人，应当制定符合交通运输部规定的重量验证程序，并按照程序进行载货集装箱重量验证。

	<p style="font-family:&quot;text-indent:2em;font-size:13px;color:#333333;text-align:justify;">
		为避免集装箱超过最大营运总质量或者验证重量与实际重量误差较大，给船舶、码头设施及相关人员安全带来威胁，《规则》对此设定了相应的法律责任。在《规则》新增的第五十六条中，明确规定在船舶国际集装箱货物运输经营活动中，若出现托运人提供的验证重量与实际重量的误差超过5%或者1吨的，承运人载运未取得验证信息或者验证重量超过最大营运总质量的集装箱的任一情形，由海事管理机构处1000元以上3万元以下罚款。

		INCHCAPE Shipping Services (ISS) has completed a complex heavy lift project at the Kenyan port of Mombasa, which is being upgraded and expanded.

		ISS was appointed as port and discharging agents for the Cosco-owned vessel Dade, which arrived at the African port in September with seven rubber tyre gantry (RTG) cranes on board.&nbsp;
	</div>
	<div style="text-align:left;">
		The cranes, commissioned by the Kenya Ports Authority, will enable the port to develop its cargo processing and logistics activities at its container terminal.
	</div>
	<div style="text-align:left;">
		Due to the port's heavylift and daylight operating restrictions, the unloading of the cranes took three days to complete. Cosco will deliver another five RTGs in early November.&nbsp;

	HONG KONG-administered Seaspan has taken delivery of a 10,000-TEU containership, the MOL Brightness, built by Jiangsu Yangzi Xinfu Shipbuilding Co.

	The new containership is built in accordance with the company's fuel-efficient SAVER design, and is the fifth vessel of this size and design type scheduled for delivery in 2014.
</div>

	The newbuilding will commence an eight-year, fixed-rate time charter with MOL. She is the second of a total of five 10,000 TEU SAVER design vessels, and the eighth of a total of 11 vessels, to be chartered by Seaspan to MOL.

	THE French shipping giant CMA CGM has announced that 10 of its ships will be retrofitted with new bulbous bows more suitable for slow steaming.&nbsp;
</div>
<div style="text-align:left;">
	The ships were first designed to cruise at 24 knots but with the slow steaming they sail 16 to 18 knots, necessitating redesigned bow bulbs.&nbsp;
</div>
<div style="text-align:left;">
	The bulbous bows exchanges, performed within a week in dry dock, reduce ship fuel consumption and CO2 emissions, the company said.&nbsp;
</div>
<div style="text-align:left;">
	Bulbous bows are the underwater part of the bow. Because of their influence on the vessel's wave resistance, their design has a major impact on the vessel hydrodynamic efficiency, said the company statement.&nbsp;
</div>
<div style="text-align:left;">
	Those 10 vessels will be added to the list of 15 vessels, whose bulbous bows have been modified in 2013 and 2014. All vessels that have entered the CMA CGM fleet in 2014 are sailing with optimised bulbous bows.
